And yah, it might take a while to learn photoshop..
but after that , it's pretty easy and cool.
Now go get some beer , a sandwich and start learning.
1. Create the text that you want to glow
2. Set it's effects to outer glow > white, opacity: 70%, blend: screen
3. Create an overlay with it's blend set to screen and apply randomly colored brushes at flow:50% opacity:70%
4. Go to the dark background and lighten the areas around the text
And you're done. After that it's just a little bit of simple revision.
