But softpedia is giving counterstrike 1.6 for free
as freeware which means that counterstrike 1.6 is free?

I've already downloaded the softpedia version. It's a steam installer, when you have logged in to steam there is a box "Please enter your CounterStrike 1.6 key".
So it's a package with Steam and CounterStrike 1.6 but without the key, so you can't play
