You need to put it into Steam\SteamApps\SourceMods\
Then restart steam and start it in steam.

Find button which says "Add non-steam game"
Search for gmod9
Add it
Play it

OR

Goto Steam\SteamApps\Sourcemods\
Put your gmod9 to there
Start steam
Play gmod9
