source engine only make ragdolls after a kill
euphoria is the engine which can make ragdolls with living npc
he want to make walking ragdolls, not NPCs. That would be lot easier with changing the player model.
Just like i said, its a own STool

no let me apologize for being so thick
just use the Wheels
oh , and a Ragdoll
its quite tricky placing the wheel , but if you pull it off , there you are , a walking Ragdoll!(it might fall , tho , its unstable)

first open WobbleMenu and tick things you want.
Then hit WobbleCreate in the Console and they walk you walk like a ragdoll
