Ok, I googled a bit and some guy said that the game "lags" when he presses tha A and D keys, so he changed the binds to something else and he said that it works.
But in my opinion big part of the probelm is in your operative system and the game.

As much as i know, you can't run games on Virtual OS because of the freaking DirectX that is not supported in virtual machine programs.
You can install some kind of a DirectX emulator in VirtualBox, but its seems not to work since i haven't got any those fancy aero effect going in my box.

Not every CPU supports virtualization, and you would have to get another OS just to try GTA IV

Don't forget about compatibility mode. Some games run (a bit) better.

Hey, you can run every game on 7. Only some really old stuff on the 64-Bit don't run, but that's because of the 8-Bit-compilation.

Not "every" game will run under a 64-bit OS. You need a game that is compiled for the 64-bit architecture, not 32-bits, 8-bits, 128-bits, etc.
However, you might want to take a look at this:
http://www.techsupportalert.com/content/how-windows7-vista64-support-32bit-applications.htm

But I would suggest trying to intall an old windows (32-bits) Like Windows XP, or even Vista. But I don't think that you would need to go that far just to play GTA IV.

Windows 7 works with GTA 4(or the other way round)
i tried it myself
As for GTA 4 lags
it is common with most guys
i have a nvidia gefore 8500
ram of 6 gigs and Cpu speed 2.60 ghz but it still lags in the outside world
so relax maybe its just the video card

Uhhhhhh...
Maybe you had windows 7 32 bits?
That video card shouldn't have problems with GTA, I have an ATi 4330 which is like the one that CWF has but with slightly lower clock speeds, and I'm pretty sure that I can run GTA IV >.>
Anyways you shouldn't change to 32 Bits, since 32 bit architecture doesn't support more than 2,5Gb of RAM (or 2GB, I don't remember), and you would be wasting 1.5 (or 2) Gigabytes of RAM, just like I'm doing right now

nope i only had windows 7 64bits
and for the note I had windows 7....

and i never said that he cant run it
lags are the speed issues in the world map
as for the mouse issues ITS DEFAULT
change mouse sensitivity in options
you can decrease graphics to 1 but it will make the game alot of blurry
first click on default in video and then set the vision to 1
this should cure your problem
if the problem still persists try game booster
i found it quite helpful with GTA 4 but dont know if it works for other games
and yeah dont forget to defrag the game

Which almost every newer game actually is or should.
