I think U2 was the best of the best and still is in tuning. I never found better.

I Searched for a good racegame from the Need For Speed series.
It should run on a old pc , multiplayer should include some car tuning like in UnderGround 2.

i owned it but gave it to my friend permanently as he was asking for it for 5 months
For a good deal of story and tuning possibilities : Most Wanted.
For a "legal" NFS-Feeling : Pro Street
But they are all offline (at least for PS2 I can't test it on PC)
I've seen screenshots and, although is a bit old, it's awesome!
If you have NFS:U2, you should know what happened before.
I'm downloading NFS:U1 (don't ask me ho, or I'll receive an illegal violation mark).
