I'm struggling to publish map, because of approval system.
Btw, also approving system leave you chance to increase quality of your files and if you are sure you'd do your at least good to make file better - upload it.
/sorry me for my bad english and grammar.
Ask yourself the following questions:
If someone else made that map: Would you download and play the map yourself if you would see it here? (consider that it is work [download, extract, ...] to do so) Do you think that others would download and play it? Do you think that others would enjoy and like it?
If you can answer all these questions with yes: Upload it. If you are not sure: Upload it.
If you are quite certain that at least one answer would be no: Most likely not worth uploading and sharing the map.

Q: If someone else made that map
A: I don't know, but I've checked it on Unreal software's Search page (Page 1)
Q: Do you think that others would download and play it?
A: I hope so... But It appears to a small room... with too many bots that kill each other
Q: Do you think that others would enjoy and like it?
A: I'm not sure if players come into the map and having fun with that.
You don't have to search the file archive to answer that question
But of course it's right that you should also search before uploading to make sure that you're not uploading something which already exists.
Well, I'm going to put my map files onto the file hosting.
