In the settings of your server.
When you get into your server, open console and type

rcon_pw 123abc
Naturally, don't make the password 123abc cause someone might guess it and make bad things happen

The fact that "Server Settings" is not shown in the first image it should not matter whatsoever. Once you set up the RCon password correctly you're already able to tweak your server through console commands. Please check the list of all the available CS2D commands on how to tweak your server.

I told you that once you type your RCon password correctly to gain administration privileges you can tweak your server by using the CS2D commands available from the list I gave you from the previous post. Especially these ones.
Or if you don't want to waste all the time typing the commands manually via console then get an administration script such as
